Prior to joining Dimensional, Matt worked in leveraged finance at Zions Bank in Salt Lake City, Utah. He earned his MBA from the BYU Marriott School of Business and is a CFA charterholder.

Mr. Fenlaw became a consulting actuary in 1973 when he joined Rudd and Wisdom, and was named a Principal of the firm in 1980. He is a Fellow of the Society of Actuaries, a Fellow of the Conference of Consulting Actuaries, a Member of the American Academy of Actuaries, and an Enrolled Actuary. His primary expertise is in design, funding, and administration of defined benefit pension plans for public employees, including actuarial valuations, assumption review and experience studies, cost analysis of benefit changes, drafting plan amendments, and disclosure statements for public pension plans. His experience also includes actuarial valuations of postretirement medical benefit plans for governmental entities. Mr. Fenlaw holds a B.A. with Honors in Mathematics and an M.B.A. in Actuarial Science from the University of Texas at Austin.

Chuck Campbell is a Partner at Jackson Walker in Austin, representing public and private sector clients across employee benefits and executive compensation. His practice covers the design, drafting, and compliance of retirement plans (401(k), 403(b), traditional pension), health and disability plans, deferred compensation (409A and 457), equity compensation, and executive employment agreements. A significant portion of his practice represents public pension plans and their trustees on plan administration, tax-qualified plan compliance, fiduciary responsibility, and plan investments. He also handles employee benefit issues in M&A transactions and represents clients before the IRS and Department of Labor. Mr. Campbell holds a B.S. from Washington and Lee University and a J.D. with honors from the University of Texas School of Law.

Tamara Aronstein joined the Pension Review Board as General Counsel in February 2023. She previously worked as Deputy Counsel for the Sunset Advisory Commission, where she provided counsel to staff and the Commission in addition to conducting reviews of state agencies. Tamara also served as Assistant General Counsel for the Texas Higher Education Coordinating Board, where she focused on open government, rulemaking, and contracting. She received a J.D. from Emory Law School and a B.A. from New College of Florida. Outside of work, Tamara enjoys running, reading, and hiking with her family.

David joined the Texas Pension Review Board as Senior Actuary in October 2021 despite knowing that he would have to speak in public. Prior to joining the PRB, he had over twenty years of microphone-free experience in plan design, actuarial valuation, and administrative consulting on pension and post-retirement welfare plans for employers of all types, including governmental entities, large hospital systems, and Fortune 500 companies. David lives in Houston and enjoys hiking in nearby state parks and national forests with his son. He is an Associate of the Society of Actuaries (ASA) and an Enrolled Actuary (EA), and holds a BBA in Finance, Statistics and Operations Research from the University of Houston.

Prior to moving her family from Brooklyn to Austin to join Sage, Lily was working with one of the top female producers ranked by Forbes and Barron's at Morgan Stanley and J.P. Morgan Wealth Management, where she managed high-profile client relationships and oversaw the asset allocation and portfolio construction process for the team. She began her career in 2005 with Goldman Sachs and later joined a boutique private equity firm. Lily received her B.S. in Management Science and Information Systems as Valedictorian of her major from Rutgers University, holds her Series 7 and 66 licenses, and leads the Professional Development and Women's Network at Sage. In her spare time, Lily enjoys traveling internationally, gardening, Peloton, and board games with her family.

Kolby Beckham is the Chairman of the TLFFRA Education Foundation and a Captain/Paramedic with the Longview Fire Department, where he has served since 1998. He has chaired the Longview Firemen's Relief and Retirement Fund since 2008 and joined the Board of TEXPERS (the Texas Association of Public Employee Retirement Systems) in April 2024. His tenure as fund chair began just before the 2008 housing downturn, his first test in the role, and has been defined by the long work of negotiating with the Pension Review Board and plan members to address unfunded liabilities through benefit and cost changes. He brings the practitioner's view on plan design, ADC, and the problem-solving rhythms of the 42 fire department pension funds operating under the Texas Local Fire Fighters Retirement Act (TLFFRA).
